Carroll Cottingham, Secretary

Carroll Cottingham is an Intermodal Civil Rights Manager at Oregon Department of Transportation based in Salem, Oregon. He has a Masters in Historic Preservation and has worked with the National Park Service, the keeper of the National Register of Historic Places. Carroll also serves on the board of the Salem Historic Landmarks Commission. He is married to Ashley Carson Cottingham, a member of the Salem Keizer School Board, and has two young sons.
